A comparative review of the fisheries resource management systems in New Zealand and in the European Union ArchiMer

This review aims at comparing the fisheries management systems existing in New Zealand and in the European Union. The involvement of stakeholders at all stages of the management process is generally more transparent and better established in New Zealand than in the EU. Both systems aim at achieving an adequate balance between sustainability and utilisation and consider the precautionary approach as a founding principle. The social objectives are probably more explicit in the EU management system. In New Zealand, B-MSY is a legal management target for all stocks in the quota management system (QMS), but management strategies were poorly explicit until most recently. A COST-BASED MODEL OF SEASONAL PRODUCTION, WITH APPLICATION TO MILK POLICY AgEcon

Milk production is seasonal in many European countries. While quantity seasonality poses capacity management problems for dairy processors, a European Union policy goal is to reduce price seasonality. After developing a model of endogenous seasonality, we study the effects of three E.U. policies on production decisions. These are private storage subsidies, production removals, and production quotas. When cost functions are seasonal in a specified way, then arbitrage opportunities interact with storage subsidies to reduce both price and consumption seasonality. An economic history of the development of California dairy policies from 1935 to 1965 is used to support the hypothesis that the incompatibility of discrete policy changes for a dynamic industry generates deadweight losses. Combining quantitative industry data with legal and personal narratives provides evidence in support of the hypothesis.

An Experimental Analysis of a Points-Based System for Managing Multispecies Fisheries AgEcon

An industry group has proposed a novel system for managing the Northeast Multispecies Fishery. Each harvester would be endowed with a budget of points, and each species would have a “point price,” or number of points that must be paid out of his budget when landing that species. By varying the point prices throughout the season, management could redirect effort across species. This paper presents a benchmarked experimental testbed of this management system, and shows that harvesters do respond to point prices, which can be chosen to support harvest of most of the allowable catch of each species without severely over-harvesting any of them.

Cette synthèse bibliographique présente les différentes commissions internationales de gestion des grands pélagiques dans les océans Indien, Atlantique et Pacifique, respectivement la CTOI, la CICTA et l'IATTC/WCPFC. De plus, cette synthèse focalise sur le cas de l'espadon Xiphias gladius et détaille pour chaque stock, les captures, l'état du stock ainsi que les mesures de gestion passées et en cours. Cattle Trade and the Risk of Importing Animal Diseases into the Netherlands AgEcon

Projections of live cattle trade in the EU-25 assist to reduce the uncertainty on the risk of importing animal diseases in the Netherlands. The accession of 10 member states to the European Union has a potentially large impact on livestock trade in the EU as it liberalized in one stroke a trade that was administered by the Management Committee for Beef until May 1, 2004. The approach combines AG-Memod partial equilibrium with GTAP general equilibrium modelling in order to estimate the impact of quota liberalization. Quota removal will substantially alter the regional structure of livestock imports, as the share of new EU member states in the east triples to 25%. The risk outlook indicates a need for enhanced animal health services in the new member states.

ECONOMIC IMPLICATIONS OF THE FAIR ACT ON U.S. PEANUT PRODUCERS AgEcon

This study analyzed the potential economic impacts of the FAIR Act under GATT and NAFTA on the U.S. peanut industry. Results indicate that the economic impacts of the new program combined with the trade agreements are profound on the peanut industry in both short and long terms. Changes of the peanut program could decrease peanut producers' farm income substantially, eliminate government financial costs related to excessive quotas, and transfer peanut growers' program benefits back to peanut consumers. Conversion coefficients are the factors used in estimating the live-weight equivalent of fish caught. Live weight is the only measure used in catch statistics, being the basis in particular for monitoring the drawdown of quotas and estimates of the state of stocks. The study looked first at how figures on catches in live-weight equivalent are gathered, validated and calculated in three Member States, namely Denmark, France and the United Kingdom. These three countries employ related methods involving the database storage of sales data together with details of the presentation of the fish. The information in logbooks is mainly used as a cross-check on the sales data. If sales data are not available, logbook details are entered raw in the catch databases....

Explaining Variations in the Price of Dairy Quota: Flow Returns, Liquidity, Quota Characteristics, and Policy Risk AgEcon

An econometric model based on the net present value model is used to examine factors that drive the variation of California dairy quota values over a 29-year period. The results suggest the price of quota is based on expected returns, variations in quota owner liquidity, and the risk of policy default. The dominant influence on the variation of the quota price was the historical variation in monthly flow of net benefits from owning quota. This analysis confirms that the rate of return to quota rises in periods of policy uncertainty.

Flexible quota constraints in positive mathematical programming models AgEcon

To explain over- and underuse of available quota, Buysse et al. (2007) have integrated the shadow cost of the quota constraint in a quota flexibility function in a positive mathematical programming model. This method and central hypothesis, formulated and tested for the case of Belgian sugar beet farms, is in current paper extended and confirmed for the cases of Flemish dairy quota and manure emission rights. Despite the different organisation, objectives and implementations of the diverse quota systems, the results are similar. Modeling continuous cultures of microalgae colimited by nitrogen and phosphorus ArchiMer

It is well documented that the combination of low nitrogen and phosphorus resources can lead to situations where colimitation of phytoplankton growth arises, yet the underlying mechanisms are not fully understood. Here, we propose a Droop-based model built on the idea that colimitation by nitrogen and phosphorus arises from the uptake of nitrogen. Indeed, since N-porters are active systems, they require energy that could be related to the phosphorus status of the cell. Therefore, we assumed that N uptake is enhanced by the P quota. Optimisation of policy interventions in environmental quota AgEcon

The paper analyses the governance choices in production quota with the Flemish nutrient production rights as a case. A static model of quota trade in the short run shows the inefficiency of discrete non-auctioned trade with fixed transaction costs. This model also shows that an obligation to quota sellers to stop their production stimulates structural change. A dynamic model of trade indicates that the measures taken to prevent speculative behaviour causes inefficiencies and stimulates overuse of quota if the penalties are too low. Finally, the dynamic model indicates that a flat rate reduction on traded quota combined with too low penalties for overuse stimulate the total production.

PRICE VERSUS QUOTA REDUCTIONS: U.S. FLUE-CURED TOBACCO POLICY AgEcon

Declining domestic cigarette consumption, increased global competition, and loss of import restrictions indicate decreased demand for U.S. flue-cured tobacco. The effects of 10% declines in domestic and export demand are evaluated under a policy of reducing quota to maintain price versus a policy of allowing price to fall to maintain quota. Changes in prices, quantities, revenues, and economic rents are simulated. Losses to nonfarming quota owners are minimized under a policy of price maintenance, while losses in revenues to tobacco-producing areas are minimized by a policy of quota maintenance. Aggregate losses to tobacco growers are greater under a policy of quota maintenance.

Sugar Quotas and Crop Production Efficiency AgEcon

The paper deals with problems concerning the current sugar policy within the Common Agricultural Policy, especially the efficiency losses due to the combination of high prices and quota on subsidised sugar production. Based on a simple econometric model, the total economic costs of the current policy setting, compared with an unregulated setting, are estimated to be in the area of 20 per cent of the total sugar production, valued at world market prices. Supply Management and Price Ceilings on Production Quota Values: Future or Folly? AgEcon

Since the inception of supply management in Canada during the 1970s, milk production quota has been used to regulate output and participation in the dairy industry. In recent years, milk quota values have increased dramatically, almost tripling in value since the mid-1980s. This led to the Dairy Farmers of Ontario intervening on the milk production quota exchange on two occasions: first, in November 2006 with a progressive transfer assessment and then in July 2009, replacing the former policy with a firm price ceiling – fixing the unit price of quota at $25,000. Using inferred drivers of discarding behaviour to evaluate discard mitigation measures ArchiMer

Discards refer to the part of the catch not retained on board during commercial fishing operations, but returned to the sea. The proposed European Union Common Fisheries Policy reform, to be implemented in 2014, sets out a gradual elimination of discards by reducing unwanted catches and ensuring that all catches are landed. To develop successful discard mitigation measures, it is necessary to identify the reasons for discarding.
